I'm particularly interested in finding / developing modules with a more scoundrelish / bounty hunter feel.

I've recently started a 'one on one' PBM, where characters are given their own personal story thread and motivations. To do this I'm actively using the scenarios in Scum and Villainy (not to mention the Job/Bounty Generator therein) and some of the materials in Rise of the Rebellion, combined with an Upkeep Cost System (my idea) that I apply as a PC's monthly expenses. I figure, the main driving factor to a Scoundrel is the money crunch, and I'm bringing the point home by having them pay attention to the bottom line, forcing them to seek 'Jobs', espouse Crime, or get their legs broken for being late on a payment (I'm obviously targeting a more mature audience).

I'm also using Starships of the Galaxy to motivate them getting indebted quicker by upgrading a vessel, how twisted am I or what? :D

My main concern is that I don't have an over arching storyline... I don't want it to go the classical 'work for the rebellion / empire route,' but do you think that this is a flaw? Would a series of Bounties and Jobs be enough to keep the game going to a level 20?
